Before you can increase your page rank, you will need to get indexed. The good news is that you will only need to submit your site to a search engine once. After it’s submitted and recognized the search engine will send spiders to monitor your site and periodically check for updates so they can index the most recent content.

You have two options in regard to submitting your URL :

2.) You can use a website to do an automatic submission of your website to multiple search engines:

DreamSubmit - Fantastic service that submits to 50 search engines
FreeWebSubmission - Option to submit to 20 search engines
Submit Express - Automatic submission to 20+ search engines
In regards to SEO, make sure that your site is ready to be submitted, first impressions mean alot so your site should be optimized and include your keywords in both the titles of your content and the content itself.
